The property is owned by Newark Sierra and located adjacent to the main plant at 800 West <br /> Church Street in Stockton,California(Site)(Plates 2 and 3). . As required by San Joaquin County Public <br /> Health Service Environmental Health Division(PHS/EHD)UST Group permitting requirements,the purpose <br /> of this work plan is to provide the PHS/EHD;Site Mitigation Group with a description of the procedures and <br /> protocols to be potential used should the over-excavation of impacted soils be.required. This work plan is <br /> being concurrently submitted with a UST removal permit application. The permit application is being <br /> submitted with expedited turnaround time requested and the required_�50 percent surcharge in permit fees: <br /> t , <br /> BACKGROUND <br /> During recent preparation activities for paving at the above referenced location,,three 500-gallon gasoline <br /> e USTs were discovered. These three USTs(two whole and one partial)were originally located beneath a <br /> single dispenser island at a small former auto:repair facility that reportedly operated prior to the 1940'.s. <br /> Based on interviews with present and former Newark Sierra employees,the dispensers were no longer <br /> present in the early 1940s. <br /> When the-USTs were partially uncovered during paving preparation,they were observed to be filled with <br /> sand and no product piping or vent lines were present: No residual product remains in the USTs. The USTs <br /> are severely rusted with numerous holes visible on the sides, ends,'and tops of the USTs.. Slight <br /> hydrocarbons odors were apparent in the native soil at the depth of the UST inverts.
