T December 22, 1998
41017 002 Harding Lawson Associates
Mr Michael Kith
PHS/EHD
Page 5
' ANALYTICAL PROGRAM
The analytical program was performed in accordance with Page 8 of the PHS/EHD Application Package,
entitled Minimum Verification Laboratory Analyses, for a UST containing heavy fuel oil such as number 6
fuel The appropriate analyses consisted of total petroleum hydrocarbons as diesel (TPHd) and TPH as motor
oil (TPHmo) by Environmental Protection Agency (EPA) Method 8015M Analyses for benzene, toluene,
ethylbenzene, and total xylenes (BTEX)were performed with EPA Method 8020 In addition, PHS/EHD
requested that one of the samples,to be selected by PHS/EHD, was also to be analyzed in accordance with the
analytical program used for the RWQCB quarterly monitoring program (QMP) for the four wells associated
' with the UST It is noteworthy that the QMP utilizes EPA Method 625, an older method, which has largely
been supplanted by the equivalent EPA Method 8270 EPA Method 8270 has equivalent, or better, reporting
limits and was approved by PHS/EHD for use in this project
In addition, selected samples were analyzed for the soluble fraction of TPHd and TPHmo to assess whether
potentially impacted soils pose a potential threat to groundwater quality The Waste Extraction Test (WET)
' procedure was performed and deionized water was utilized as the leaching liquid
ANALYTICAL RESULTS
» A total of 23 soil samples were collected from the excavation and 5 samples were collected from stockpiles
The locations of all soil samples are shown on Plate 3 Plate 4 shows the locations of soil samples and the
respective TPHd and TPHmo concentrations that remained in place after the final phase of overexcavation
The analytical results on the UST removal samples, confirmation samples, and stockpile samples are listed in
Table 1 Copies of the chain-of-custody (COC) forms and the laboratory analytical reports are attached to this
report
A total of three rounds of sampling were performed during this project On July 9, 1998, the first sampling
included one UST removal sample, four stockpile samples, and three samples of impacted soil The second
sampling, on July 15 and 16, 1998, included two additional UST removal samples, ten confirmation samples
after overexcavation, and one composite stockpile sample The final sampling round on July 21, 1998 included
a total of seven confirmation samples collected from the two areas with impacted soil following the second
' phase of overexcavation
First Sampling Round
With the northern portion of the UST still in place in the excavation, a total of eight soil samples were collected
on July 9, 1998 and consisted of the following
0 One soil sample (T-4)was collected from apparently clean soil that had been beneath the concrete bottom
of the UST in the southern portion of the excavation
No detectable TPHd, TPHmo, or BTEX was present in this sample
• Three soil samples (T-1, T-2, and T-3) were collected from impacted soil adjacent to the sidewall that were
subsequently excavated
