Harding Lawson Associates <br /> December 22, 1998 <br /> 4034405 <br /> Margaret Lagorio, Supervising REHS <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> 304 East Weber <br /> Stockton, California 95202 <br /> Summary Report <br /> Limited Phase II Investigation <br /> Courtyard Tanks and Sump <br /> Newark Sierra Paperboard Mills <br /> 800 West Church Street <br />' Stockton, California <br /> Site Code 1063 <br /> Dear Ms Lagono <br /> INTRODUCTION <br /> On behalf of Newark Sierra Paperboard Corp (Newark), Harding Lawson Associates (HLA) submits to the <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) this letter report <br /> summarizing the results of the limited Phase II investigation performed at the Newark facility located at <br /> I 800 West Church Street in Stockton, California (Plates 1 and 2) The purpose of the investigation was to <br /> further assess the extent of petroleum hydrocarbons at the site of the two concrete, # 6 fuel, underground <br /> storage tanks (UST) and the adjacent concrete sump in the courtyard of the Newark facility (Plate 3) This <br />' additional investigation was requested by PHS/EHD in a letter to Newark dated September 30, 1997 <br /> (PHS/EHD, 1997) HLA submitted a work plan (HLA, 1997) entitled Work Plan, Courtyard Tanks and <br /> Sump, Newark Paperboard Mills, 800 West Church Street, Stockton, California dated November 24, 1997 <br /> The work plan was approved by PHS/EHD in a letter to Newark dated January 5, 1998 requesting that a <br /> health and safety plan be submitted with the PHS/EHD boring permit application A site specific health <br /> and safety plan (HLA, 1998a) was submitted with the permit application (HLA, 1998b) and PHS/EHD <br /> issued the permits on February 12, 1998 A work plan addendum (HLA, 1998c) was submitted to <br /> PHS/EHD on April 24, 1998 to document a change in the driller, drilling equipment, and notify PHS/EHD <br /> of the scheduled drilling date <br /> ISITE DESCRIPTION <br /> Site Location and Topography <br /> Newark owns and opeiates the Newark Sierra Paperboard Mill located at 800 West Church Street in <br /> I, Stockton, California (Plates 1 and 2) The aiea of investigation occurs within an interior courtyard that is <br /> completely enclosed by the Newark's factory building, as shown on Plates 2 and 3 Approximately 500 <br /> feet southeast of the courtyard is the location of a former 210,000-gallon, # 6 fuel, UST associated with <br /> the courtyard USTs and sump (Plate 2) The Site has an elevation of approximately 12 feet above mean <br /> sea level (USGS, 1968) with very little topographic relief <br /> t <br /> Engineering and <br /> Environm i-iW Services 10265 Rockingham Drive Suite 150 Sacramento CA 95827 916/364-0793 Fax 916/364-5633 <br /> J <br />
