Eo eR G BRown JR.
C A t I f O R R l• ` MARC,iEw RODRIOUEZ
WaterBoards FNVIRONMFNipI PROiFf.ilnl:
Central Valley Regional Water Quality Control Board
31 July 2012
Joe Michaud Robin Stafford
Newark Paperboard Mills Morrison & Foerster LLP
9 Eno Drive 425 Market Street
Exeter, NH 03833 San Francisco, CA 94105
DOCUMENT REVIEW THE NEWARK GROUP, INC., 8QQ WEST CHURCH STREET,
STOCKTON, SAN JOAQUIN COUNTY, REGIONAL BOARD CASE 399188
1 reviewed the Work Plan for Site Investigation Activities (Workplan) received
30 July 2012 from The Newark Group, Inc. consultant URS. The Workplan proposed
the advancement of eleven direct push soil borings (SB-X1 through SB-X11) to collect
soil and grab groundwater samples at three (3) previously identified contaminated areas
in 2005:
• southwest B-7 (SB-X7 through SB-X11),
• south-southeast B-14 (SB-X4 through SB-X6), and
• southeast B-15 (SB-X1 through SB-X3).
SB-X10 will be advanced as a deep boring, to provide vertical extent of petroleum
hydrocarbons in soil and groundwater at 20' below ground surface (bgs), 40' bgs, and
60' bgs; while the remaining SB-X borings will be advanced to first water, approximately
20' bgs. A summary of the 2005 Site Investigations was given in my previous letter
dated 7 June 2012.
The Workplan proposed soil and groundwater analyses for total petroleum
hydrocarbons as diesel (TPHd) and TPH as motor oil (TPHmo) by USEPA Method
8015B (8015M), and volatile organic compounds (VOCs) by USEPA Method 826013.
Select soil samples will also be analyzed for nitrate, sulfate and sulfide (USEPA Method
300), manganese, iron (USEPA Method 200.7) and total dissolved solids (USEPA
Method 160.1). Four monitoring wells (MW-1 through MW-4) near B-15 will also be
sampled for TPHd, TPHmo and VOCs if the wells can be located.
The Workplan is approved with the following modifications:
• TPHg by USEPA Method 8015M shall be added to the list of analyses.
KARL E.
