r; <br /> Geosyntec® <br /> consultants <br /> 1. INTRODUCTION <br /> This Investigation Work Plan(Work Plan) describes the scope of work and rationale for <br /> performing an investigation of soil and groundwater at the former Dopaco, Inc. area <br /> located at 800 West Church Street in Stockton, San Joaquin County, California (the <br /> "Site"). Geosyntec Consultants, Inc. (Geosyntec) prepared this Work Plan on behalf of <br /> Cascades, Inc.,the former parent company of Dopaco, Inc. <br /> 1.1 Background <br /> In March 2012, Drinker, Biddle & Reath LLP, counsel to Cascades, requested that <br /> Geosyntec contact the California Regional Water Quality Control Board, Central Valley <br /> Region (RWQCB) regarding the Site. In a 29 March 2012 telephone call, the RWQCB <br /> requested that Geosyntec provide relevant background information by 10 April 2012. In <br /> response to that request, Geosyntec submitted a letter report to the RWQCB that <br /> provided the following(Geosyntec, 2012): <br /> • Background information on Dopaco's involvement with the property; <br /> • A request for assistance from the RWQCB; and, <br /> • Relevant reports and data. <br /> In a letter dated 18 April 2012 (RWQCB, 2012a), the RWQCB requested contact <br /> information for the property owner, The Newark Group, and Dopaco, and requested that <br /> for 26 Aril 2012. The RWQCB stated that following a Site visit be scheduledp Q g the Site <br /> visit, directives may be issued. On 18 April 2012, The Newark Group contacted the <br /> RWQCB and requested that the Site visit be scheduled for May 7, 8, or 9 to allow their <br /> representative to be present and a date of 8 May 2012 was selected for the Site visit. <br /> Following the 8 May 2012 Site visit, the RWQCB stated that they would provide a <br /> letter to each party outlining the RWQCB requirements and schedule. The RWQCB <br /> letter for the Site was issued to Cascades on 29 May 2012 and stated the following: <br /> 1) An unauthorized release from the former USTs at the Site has occurred and a <br /> new case was opened in the State Water Resources Control Board GeoTracker <br /> website under the name Dopaco Inc. GeoTracker ID# T10000003890; <br /> 2) Geosyntec's 10 April 2012 letter report to the RWQCB should be uploaded to <br /> GeoTracker; and, <br /> Final Work Plan.doc ] 27 June 2012 <br />
