A 55 gallon drum labeled as <br /> "used antifreeze"and a 55 gallon drum of waste absorbent were observed with faded hazardous waste labels. Oily <br /> liquid was observed in an open plastic spill container and in drain pans and containers stored in the hazardous waste <br /> storage area. All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste' <br /> -name and address of generator <br /> -hazardous properties(ignitable, corrosive, reactive, toxic) <br /> -physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. Since <br /> it cannot be determined how long these wastes have been on site, immediately contact a licensed hazardous waste <br /> hauler to dispose of these wastes under manifest and submit a copy of the manifest(s)to the EHD. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> Used oil filters were observed in an overflowing, unlabeled bucket and on top of bucket lids in the storage area behind <br /> the shop. Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained <br /> used oil filters,"and marked with an accumulation start date. Immediately place these filters in a properly closed and <br /> labeled container and ensure that all used oil filters are managed in this way. Since it cannot be determined how long <br /> these filters have been on site, immediately recycle these filters under a bill of lading and submit a copy of the bill of <br /> lading to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by March 13, 2016. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
