According to records onsite employees are consistently placing items in the <br /> wrong totes according to the"Waste Disposal Quick Reference Guide. At the time of inspection there was a leaking <br /> bottle of bleach in the tote marked"corrosive base"with a preprinted note on the label saying 'Ingredients usually <br /> contain ammonia...... According to Billy Duba the hazardous waste handling program started about a year ago. The <br /> generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste <br /> handling and emergency procedures. Immediately provide training to all employees who handle hazardous waste <br /> and submit a copy of the training material and the training records to the EHD. <br /> 202 HSC 25189.5(a) Disposed or caused disposal of HW at an unauthorized point. <br /> At this office Big Lots has been on inventory operating at this location since 2002. The EPA ID was obtained <br /> 11/06/2013. According to Billy Duba the hazardous waste program started about a year ago. When asked what <br /> had happened to hazardous waste before, inspector was told they had been thrown away. Hazardous wastes shall <br /> be disposed of only by transportation to a permitted hazardous waste treatment, storage, and disposal facility <br /> (TSDF). Immediately cease disposal of hazardous waste to the trash and ensure that all future waste is hauled by a <br /> licensed hazardous waste transporter to a permitted TSDF. <br /> This is a Class I violation. <br /> 405 CCR 66262.34(d)(2) Failed to manage incompatible wastes in containers properly. <br /> At time of inspection, a leaking bottle of bleach was seen in a tote marked for storage of Ammonia. When the <br /> hazardous waste hauler picks up hazardous waste they remove items from the totes but do not clean them out. It <br /> could not be determined if ammonia or ammonia containing products had been stored in that same tote. There was <br /> white powder at the bottom of the tote. Incompatible wastes shall not be placed in the same container, or in an <br /> unwashed container that previously held an incompatible waste or material. A container holding a hazardous waste <br /> that is incompatible with any waste or other materials transferred or stored nearby in other containers, piles, open <br /> tanks, or surface impoundments shall be separated from the other materials or protected from them by means of a <br /> dike, berm, wall, or other device. Immediately begin the practice of maintaining totes free of incompatible <br /> wastestreams. <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br /> Aerosol can of glass cleaner with missing actuator and stem was seen stored in a box of"product withdrawals" <br /> without a label. It could not be determined how long the aerosol can had been stored there. Facilities who generate <br /> less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored on site at any time <br /> may store waste on site up to 180 days.
