The emergency coordinator listed is Waste Management There must be at least one employee,who is the emergency ,on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required information by a phone. A form is provided that can be used for this purpose. This is a Class II violation. 105 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. At the time of inspection, it could not be demonstrated(not necessarily documented)that employees who handle hazardous waste were properly trained. According to records onsite employees are consistently placing items in the wrong totes according to the"Waste Disposal Quick Reference Guide. At the time of inspection there was a leaking bottle of bleach in the tote marked"corrosive base"with a preprinted note on the label saying "Ingredients usually contain ammonia..". According to Billy Duba the hazardous waste handling program started about a year ago. The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. Immediately provide training to all employees who handle hazardous waste and submit a copy of the training material and the training records to the EHD. This is a Class II violation. 202 HSC 25189.5(a) Disposed or caused disposal of HW at an unauthorized point. At this office Big Lots has been on inventory operating at this location since 2002. The EPA ID was obtained 11/06/2013. According to Billy Duba the hazardous waste program started about a year ago. When asked what had happened to hazardous waste before, inspector was told they had been thrown away. Hazardous wastes shall be disposed of only by transportation to a permitted hazardous waste treatment, storage, and disposal facility (TSDF). Immediately cease disposal of hazardous waste to the trash and ensure that all future waste is hauled by a licensed hazardous waste transporter to a permitted TSDF. This is a Class I violation.
