A copy of the work orders are attached. This
will go a long way in preventing water intrusion. However, this may not prevent 100%of the water
intrusion. With as much min California received this year water can migrate through the smallest crack in the
cement or asphalt. This was an unusual year. Our maintenance company has re-checked the sumps for water
and there have been no liquid in the sumps.
• a23c—I have reviewed the DO reports from January through April 2011. There was an occasional missing
check mark but for the most the marks were there. The DO had the correct dates for the Monitoring
Certification and Spill Bucket testing correct until April. As we discussed on the phone back in May,the DO
thought the annual monitoring certification changed when the monitoring equipment had a cold start. He
now knows that was incorrect. He has gone back to site and made the corrections. Regarding the secondary
containment,Tesoro s testing was done on 5/18/2010 and the prior test was done on 6/13/07,so we were with
the 3-year timeframe. However,he did not list the repair and retest on 8/18/10 and the final repairs and retest
on 1/31/1 I. Is this something he should list on the report?
#60,61,62—Enclosed is copies of the completed hazardous waste manifests for 002121771FLE and
002143284FLE. 1 sent copies to the site for filing to the site for filing in the Gold compliance binder on
5/18/11. Ido not know why the completed copy was not in the compliance binder. Tesoro's waste hauler is
who send outs the completed manifest to the location. They also instruct where to file the manifest.
#52,85—Enclosed is a copy of the Designated Operator's Training Agenda for your review. Each time the
DO pains an employee or a group of employees these are the items that he discusses. A copy of this agenda
has been tiled in the Gold compliance binder. The Hazardous Waste Emergency Information form has been
completed and posted by the telephones. This issue was corrected on 5/17/11. A copy of the completed form
is included for your review. After speaking with the manager,he informed me that he was combining the
site's UW with his own household waste. He now understands that it must be separate. Going forward the
Area Manager will be collecting the waste from each site and taking it to the disposal facility. The Area
Manager also knows that each site must be listed on the receipt.
Should you have any questions or concerns please do not hesitate to contact me at(559)585-8156 or email me at
Sandra F.EdwwdQwcoro cum.
Sincerely yours, ^ JI
Aa C1,51.tl-b ,
Sandy Edwards
Environmental Compliance Administrator
Tesoro West Coast Companies,LLC
