Depending upon the nature of the incident,the ES&H Team members may include an industrial <br /> hygienist, fire safety engineer, environmental analyst, health physicist, explosives safety <br /> engineer, criticality safety representative, and an industrial safety engineer. <br /> 4.6.4 Environmental Functional Area <br /> The EFA representative(i.e.,the EFA Environmental Analyst)ensures that environmental <br /> regulatory issues are addressed by: <br /> • Assisting in the determination of the actual or potential environmental impacts. <br /> • Conducting sample collection or determining needs and assessment of release area. <br /> • Determining regulatory reporting requirements and preparing the reports. <br /> The EFA representative also provides the IC with EFA personnel and resources as needed during <br /> the incident,prepares the EFA Environmental Incident Report,and notifies LLNL management <br /> of the incident. Environmental Analysts are members of EFA,who act as Subject-Matter- <br /> Experts for spill clean-up and reporting,and on the ES&H Team,as secondary responders who <br /> support immediate responders at the scene of the incident. <br /> 4.6.5 ES&H Team/EFA Environmental Duty Officer <br /> The EDO,who is the EFA or ES&H Team Environmental Analyst,responds to emergencies and <br /> is responsible for carrying out emergency notification requirements. If the quantity of hazardous <br /> material exceeds the reportable quantity limits listed in 40 CFR 342.4, the EDO will immediately <br /> notify the agencies listed in Table 3. The notification includes the information described in <br /> Section 12, Recordkeeping and Notification Requirements. The EDO reports directly to the IC. <br /> 4.6.6 Public Affairs Office <br /> The Public Affairs representative receives situation updates from the IC and provides news <br /> releases, following the normal policies and procedures of LLNL. <br /> 4.6.7 Hazardous Materials Group <br /> HazMat Group personnel are trained in the use of emergency communication and PPE.Their <br /> primary responsibility is to safely conduct hazardous waste emergency operations under the <br /> direction of the HazMat Group Leader. This group shall include a minimum number of personnel <br /> to safely conduct hazardous waste emergency operations.The HazMat Group has the following <br /> specific responsibilities during Facility incidents: <br /> • Report to the HazMat Group Leader and receive a briefing on the situation,the plan of <br /> action, and team assignment. <br /> • Enter the contaminated area to identify material. <br /> • Perform rescue operations. <br /> • Perform containment-control activities. <br /> • Conduct or assist in cleanup operations. <br /> The IC assigns a qualified Fire Department employee to be the Hazardous Materials(HazMat) <br /> Group Leader responsible for managing the HazMat Group. An ES&H Team representative is <br /> assigned to the HazMat Group to provide technical assistance.The HazMat Group Leader forms <br /> LLNL Site 300 Contingency Plan 16 January 2019 <br />
