• Assist the IC and provide appropriate direction to Facility personnel who are <br /> lending support. <br /> • Ensure personnel and equipment are properly decontaminated. <br /> • Ensure that all Facility emergency equipment listed in the Contingency Plan is cleaned <br /> and fit for its intended use before operations are resumed. <br /> 4.8 Facility Personnel <br /> Facility personnel have the following responsibilities during a large emergency incident: <br /> • Maintain personal safety. <br /> • Notify the Facility Manager, Representative,or alternate; and,in the event of an <br /> extremely hazardous,life-threatening situation, immediately notify Facility personnel <br /> to begin evacuation of the area. <br /> • If safe, follow the first five steps of the Ten-step Plan for hazardous waste releases <br /> (described in Section 8)while awaiting the arrival of the LLNL Fire Department. <br /> • Observe the two-person rule—never work alone. <br /> • Follow instructions and provide assistance to the IC,as requested, for release cleanup <br /> or hazard control. <br /> • Ensure that hazardous residues and contaminated disposable clothing and equipment <br /> are managed appropriately. <br /> • Ensure that all incidents are properly documented in daily inspection logs. <br /> 5.0 ARRANGEMENTS WITH LOCAL AUTHORITIES <br /> LLNL has mutual aid agreements with several local authorities to provide assistance in the event <br /> of an emergency that cannot be handled by LLNL internal response measures. Through LLNL's <br /> participation in mutual aid agreements, virtually all emergency response organizations in the <br /> local region can be accessed. Primary local authorities that provide assistance through the <br /> Alameda County Mutual Aid Agreement are: <br /> • California Department of Forestry <br /> • Alameda County Fire Mutual Aid Agreement Department <br /> • Alameda County Health Care Services Agency <br /> • Valley Care Medical Center <br /> • Eden Medical Center <br /> • Sutter Tracy Hospital <br /> Additional agencies that would provide assistance: <br /> • Alameda County Fire Mutual Aid Agreement <br /> ■ Alameda County Emergency Medical Services Agreement(ALCO-EMS) <br /> • City of Tracy Mutual Aid Agreement <br /> • California Governor's Office of Emergency Services <br /> LLNL Site 300 Contingency Plan 18 January 2019 <br />
