Main Street
Ripon, CA
San Joaquin County Environmental Health Department (EHD) has reviewed the "Interim
Remedial Action and Groundwater Monitoring Report-Fourth Quarter 2003" dated May
3, 2004, and "Groundwater Monitoring Report- First Quarter 2004" dated May 4, 2004,
prepared by ATC Associates for the above referenced site. The May 4, 2004, report
recommends the site be considered for closure. EHD discussed the site with Central
Valley Regional Water Quality Control Board.
The deeper aquifer below this site has been contaminated by former activities at the
Nestle plant in Ripon so the City of Ripon's public supply well #4 located 300 feet north
of this site is not currently being used. In order to consider this site for closure a No
Further Action Required (NFAR) Report should be prepared using Tri-Regional Board
Staff Recommendations Appendix A as a guidance document. This document can be
found on the CVRWQCB internet site at
http://www.swrcb.ca.gov/-rwgcb5/available documents/ug tanks/Tri-
Regionals Appendix-A.pdf. Since there is still petroleum contamination in the shallow
groundwater from the underground storage tank release, the NFAR report must include
a degradation rate for the site contamination that estimates Water Quality Objectives
could be met in a reasonable length of time.
If you have any questions contact me at (209) 468-3449.
Donna Heran, REHS, Director
Environmental Health Department
I
Margaret Lagorio, Supervising REHS
Unit IV/LOP
c: CVRWQCB-Jim Barton
ATC-Jeanne Homsey
II ;
I -
