Within the
last week I also talked to Ben Curran, broker for my purchase of
the property, and the son of Ralph Hayes (deceased) , former owner
of the property.
According to his son, Ralph Hayes quit his effort for closure of
the site about 1990, when he tried to get closure, and was told by
your department that he would have to do another round of
monitoring and that there was "a problem" because the project file
had been "misfiled". A month later the file was still lost, and
has never been located. This explains why your records show only
one scrap of a field inspection report.
To quantify the amount of contaminated soil, we have had to
completely redo the original work including excavation of probably
250 C.Y. of original sand backfill as well as maybe 70 C.Y. of
surrounding native clay after spending considerable time and money
just locating the original tank excavation by exploritory drilling.
This information was undoubtedly in the lost report of the earlier
work.
Now, five years and $20,000.00 later, I am asking for closure.
There is apparently less than a gallon of diesel oil in the
stockpile and in the small amount of material around the bottom
perimeter of the hole. It will cost a couple of thousand dollars
to bring that material to the surface and into the stockpile, and
more to backfill the excavation.
