List
DATE: 10 July 1998 SIGNATURE:
SUBJECT: CASE FILE REVIEW FOR NO FURTHER ACTION CONCURRENCE,
729 S COMMERCE A VENUE,REYNOSO CONCRETE CONSTRUCTION
COMPANY, STOCKTON, SAN JOAQUIN COUNTY
In response to the 15 May 1998 letter from Brooke K. Birkie, Attorney at Law, officially requesting a
closure letter, addressing the completion of the site investigation and remediation of contamination at
the above referenced site, I have noted the following:
Background: Prior to 1992,two USTs existed at the site, 1-2000 gallon gasoline tank, and 1-500 gallon
diesel tank. Both tanks were removed 13 April 1992 by Oil Equipment Co. of San Andreas, CA.
Reynoso Concrete Construction Company occupied the site at the time of the tank removal activities.
Analysis of soil samples collected from the tank pit excavations, indicated elevated concentrations of
contaminants. The San Joaquin County- Environmental Health Division required additional
characterization and remedial activities be completed at the site.
On 25 May 1993, the tank excavation basin was overexcavated. Four sidewall soil samples were
collected from basin at depths of 22 to 25' below ground surface (bgs). One confirmation soil sample
was collected from the bottom of the excavation, at 32' bgs. Excavation sidewall samples did not contain
residual TPH concentrations above the laboratory reporting limits for the analyses. The sample collected
from the bottom of the excavation contained residual contamination at the following concentrations:
TPHg at 1000 mg/Kg
benzene at 4.6 mg/Kg
toluene at 54 mg/Kg
ethylbenzene at 28 mg/Kg
xylene at 110 mg/Kg
No TPHd was detected in any analyzed sample.
The overexcavated pit was backfilled with 1012 tons of crushed rock in late May of 1993.
Soil removed from the excavation was considered non-hazardous, and was hauled off-site and allowed to
aerate. The soil has successfully aerated, based on confirmation samples collected from the aerating soil
pile.
California Environmental Protection Agency
PRecycled Paper
