Commerce Street <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed the "Workplan For Installation of <br /> Monitoring Wells and Sampling Soil Stockpile" dated January 10, <br /> 1996 , prepared by Clearwater Group, Inc . for the above referenced <br /> site . <br /> In order to ensure accurate information in subsequent reports, <br /> the date for the underground storage tank (UST) removals should <br /> be corrected to April 13 , 1992, and the date for the completion <br /> of the UST basin overexcation activities should be corrected to <br /> May 25, 1993 . <br /> The work plan does not include the fact that a well permit must <br /> be obtained from PHS/EHD by a C-57 licensed driller. Nor does it <br /> describe the type of drill rig to be utilized and how the soil <br /> samples will be collected. This information should be included <br /> in the work plan. <br /> Since depth to groundwater at this site is not known, the <br /> language on the monitoring well screened interval should be more <br /> flexible. Depth to groundwater at the corner of Lincoln Street <br /> and Charter Way in Stockton is currently about 38 feet below <br /> grade and at Washington and Center Streets the depth to <br /> groundwater is also about 38 feet below grade . Since it is <br /> possible that groundwater will be encountered at this site above <br /> the projected 45 foot depth, construction language should <br /> indicate placement of 20 feet of screened casing in the <br /> monitoring wells . The screened casing should be placed so there <br /> is 10 feet below first encountered groundwater and 10 feet above <br /> first encountered groundwater. <br /> The number of soil samples to be analyzed after being collected <br /> during the drilling of the monitoring wells should be based on <br /> screening tool readings and field observations and agreed upon by <br /> A Division of San Joaquin County Health Care Services <br />
