Commerce St., Stockton <br /> Dear Ms. Lagorio: <br /> This letter responds to your transmittal to Mr. Frederic Clark dated January 12, 1995. <br /> You indicate that in 1993 soil removed from an underground storage tank (UST) <br /> excavation at the referenced location was thin-spread at 7735 South Highway 99 in <br /> Stockton and currently needs additional characterization. The letter does not <br /> indicate the objective of the testing, however, it is assumed that the San Joaquin <br /> County Public Health Services/Environmental Health Department (PHS/EHD) <br /> intends to use the generated lab data to evaluate whether the soil may be left in <br /> place. <br /> A brief presentation of project history is noted as follows: <br /> • The USTs were removed from the subject site in April, 1993. Analytical testing <br /> results of soil samples collected during the tank removal indicated the presence <br /> of fuel hydrocarbon constituents. <br /> • John P. Cummings & Associates (Cummings) conducted additional testing in <br /> order to determine whether the soil was non-hazardous and suitable for <br /> transport for off-site aeration. Results of lab analysis confirmed this to be the <br /> case. <br /> • The soil was transported to 1111 North Union Street in September, 1993. The <br /> San Joaquin Valley Unified County Air Pollution Control District (SJAPCD) <br /> granted an aeration permit. No log of actual aeration activities has been made <br /> available. <br /> • A letter report from Cummings dated March 8, 1994, indicated that eight discrete <br /> soil samples were collected from the aerated soil pile on February 22, 1994 and <br /> field-composited into two samples for lab testing.
