Construction at the site is being
performed by Charles H. Bloom Company, Inc.
Please be advised that on November 4, 1994, contaminated soil that
originated from an underground storage tank (UST) site was
transported to this property. The soil was taken to 7735 S.
Highway 99, Stockton, without proper sampling or notification to
PHS/EHD (the agency providing oversight of the UST site cleanup) .
PHS/EHD had instructed the responsible party for the UST site
(Frederic Clarke) to submit a sampling plan for the soil and have
the soil sampled to evaluate if it is still contaminated and if the
contaminants have impacted the native soil at the property.
Unfortunately the responsible party is now deceased.
This soil should be sampled while it is still identifiable from
other soil at the property, prior to it being covered with any
material . PHS/EHD requests your department' s help in enforcing
this sampling by contacting your leasee. If the sampling is not
performed, the property may be added to the list of local
contaminated sites and San Joaquin County may become responsible
for the. investigation.
If you have any questions contact Margaret Lagorio at (209) 468-
3449 .
Donna Heran, RENS, Director
Environmental Health Division
Margaret Lagorio, Lead Senior REHS Diane M.
