l `;718 November, 1994
Mr. Frederick D. Clarke JAN L 3 199
352 Deer Hollow
Napa, California 94558
ENVf,RGN(`✓1ENTAL HEALTH
Dear Mr. Clarke, PERMIT/SERVICES
You had requested that I relay the facts regarding the transportation of
soil from 129 S. Commerce Street, Stockton, California to 1111 N. Union
Street, Stockton, California and subsequent aeration at the Union Street
site to the best of my memory. This work was performed by Falcon Energy
when I was employed by Falcon Energy. As you know, I left Falcon Energy
the first part of this year and am not privy to the files. I have endeavored
to reconstruct the events and dates as best as I can recall utilizing copies
of information which you supplied me with from your records.
I am aware that you retained Oil Equipment Services of San Andreas,
California to remove two underground fuel storage tanks located on your
property at Commerce Street. Under permit from San Joaquin County Environmental
Health Division (SJC) , the two tanks were removed on 13 April, 1993. The
required soil sampling revealed that soil contamination was present.
You subsequently hired Falcon Energy, Stockton, California to remediate the
site utilizing overexcavation as the best economical means. Initially, Geological
Audit Services of Stockton, California was retained by Falcon Energy to perform
the required geological services including soil sampling. Initially a backhoe
was utilized to overexcavate and field equipment indicated that after the backhoe
reached its limits, further excavation would be required with a larger excavator.
After completion of excavation, the hole was backfilled with crushed rock.
At the time, Falcon Energy owned and operated a portable thermal soil
remediation unit. It had been envisioned that the soil could be thermally
remediated by transporting it to Falcon's location in the Port of Stockton.
In that regard, two (2) truckloads were transported to the Falcon site in
the Port in preparation of utilizing the thermal unit. As is permitted by law,
