Commerce Street Stockton, CA San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the information you submitted with your letter dated December 28, 1994 . The information submitted was in response to information PHS/EHD requested from you in a meeting on November 4, 1994 and a letter dated November 21, 1994 . The information submitted should have been readily available for your submittal to PHS/EHD but was not received by this office until two months after the meeting on November 4 , 1994 . In addition, the questions as to who treated the soil, with whose equipment and if a log of the soil aerated was kept as required by San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) were not answered. In a telephone conversation with Margaret Lagorio of PHS/EHD on November 7, 1994, regarding movement of the soil from 1111 N. Union Street, Stockton, to 7735 S . Hwy 99, Stockton, you stated that Jim Hoblitzell had made all the arrangements . In the meeting on November 4, 1994 , it was indicated that Charles Bloom Company made the arrangements for movement of the soil from Union Street to S . Hwy 99 and the bills provided indicate C. H. Bloom was responsible for the transport fees . Also in the meeting on November 4, 1994 , you stated you had paid Mr. Hoblitzell to aerate the soil and would provide receipts for that work and yet no receipts were provided. Mr. Hoblitzell stated in a letter dated November 18, 1994 that the soil was aerated by Falcon Energy when he was employed by Falcon Energy, but there are no documents indicating the work was performed or that you were charged for this work. PHS/EHD has recently written a letter to Falcon Energy requesting any information they have on the aeration of the soil . In the meeting on November 4, 1994, John Cummings indicated he had been at 1111 N. Union Street, Stockton, when the soil was being moved around (aerated) . In his letter to PHS/EHD dated July 15, 1993 he stated his consulting firm intended to apply for a permit to aerate the soil but there is no documentation from him to support this information.
