Holt Release Site, <br /> Holt,California <br /> Dear Mr. Pitta: <br /> This letter documents the abandonment of monitoring wells M-9 and N-6,and extraction <br /> well RW-2 at the SFPP,L.P. Holt Release Site located in San Joaquin County near Holt, <br /> California. These wells were abandoned as initially discussed in a February 10,2003 <br /> meeting between Kinder Morgan Energy Partners (KMEP) and the Regional Water Quality <br /> Control Board (RWQCB). As noted in a February 20,2003 letter from the RWQCB to KMEP, <br /> the RWQCB concurred with KMEP's recommendation provided at this meeting to properly <br /> abandon these wells because monitoring wells M-9 and N-6 are routinely dry,and <br /> extraction well RW-2 is screened within a clay layer providing low yield. In addition,wells <br /> M-9,N-6,and RW-2 were also to be abandoned as noted in MRP No. R5-2004-0803 for the <br /> Holt Release Site,which was issued in a January 30,2004 letter from the RWQCB to KMEP. <br /> A well permit application form was submitted to the San Joaquin County Environmental <br /> Health Department(EHD) for abandonment of M-9,N-6, and RW-2 (attached). The wells <br /> were subsequently abandoned on September 28,2004 under Permit#39738 (attached). Well <br /> abandonment was performed on September 28,2004 by Spectrum Exploration under <br /> oversight of a CH2M HILL hydrogeologist. Spectrum Exploration used a CME-75 truck- <br /> mounted drill rig to perform the abandonment as follows: <br /> • Pulling any downhole equipment, if present <br /> • Overdrilling each well using hollow stem augers (HSAs) to the total depth of each well <br /> • Removing the well casing and screen assembly from each overdrilled borehole <br /> • Backfilling each overdrilled borehole with neat cement grout <br /> Select abandonment activities,including all cement grout backfilling work,were witness by <br /> Jeff Wong of San Joaquin County EHD. Additional details regarding the well abandonment <br /> activities are provided in the following table. <br />
