OPERATING PARTNERSHIP FOR KINDER MORGAN ENERGY <br /> PARTNERS L.P., HOLT PETROLEUM RELEASE SITE, SAN JOAQUIN COUNTY. <br /> On 31 August 1999,Board staff received Form 200 and Form 2D prepared and submitted by LFR <br /> Levine-Fricke on behalf of SFPP, L.P. operating partnership for Kinder Morgan Energy Partners L.P., <br /> for the Holt petroleum release site. On 8 July 1993, the Board issued Santa Fe Pacific Pipeline Partners <br /> a Notice of Applicability for this site under the General Order for Discharge of Groundwater from <br /> Cleanup of Petroleum Fuel Pollution to Surface Waters,NPDES No. CA0082929. In Board <br /> correspondence dated 16 July 1999,Requirements for Documents Pursuant to Water Code Section <br /> 13267, we required KMEP to apply for an individual NPDES permit for this site so that appropriate <br /> requirements may be set. <br /> Based on staff review of the received forms, this application is incomplete. The following information is <br /> needed in order to consider your application complete: <br /> 1. Because the facility will discharge to surface water under an NPDES permit, you are required to <br /> submit completed EPA General Form 1 and EPA Form 2D, as well as the State Form 200. <br /> 2. Both the state and federal forms are required to be signed by a general partner or the proprietor of <br /> the partnership. <br /> 3. Copies of submitted Forms 200 and 2D are enclosed. Highlighted areas show where the forms are <br /> incomplete or incorrect.
