CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2007-0831 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> KINDER MORGAN ENERGY PARTNERS, L.P. <br /> HOLT PETROLEUM RELEASE SITE <br /> 3851 SOUTH WHISKEY SLOUGH ROAD, HOLT <br /> SAN JOAQUIN COUNTY <br /> Kinder Morgan Energy Partners, L.P. (KMEP), hereafter Discharger, operates an <br /> underground petroleum pipeline that generally runs from the San Francisco Bay Area to <br /> Reno, Nevada. In February 1986, KMEP discovered that a section of its 10-inch <br /> diameter pipeline passing near Holt was breached during a flood and leaking its <br /> contents. The resulting groundwater pollution and cleanup site is at 3851 South <br /> Whiskey Slough Road west of Holt and southeast of Trapper Slough (Site). The soil <br /> and groundwater, which is about one to 12 feet below ground surface (bgs), are <br /> polluted with a variety of constituents found in petroleum fuel products. This pollution <br /> impaired the beneficial use of this water resource. KMEP previously operated a <br /> groundwater extraction and treatment system and soil vapor extraction treatment <br /> system at the Site and is now conducted monitored natural attenuation. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of <br /> the California Water Code and is necessary to delineate groundwater pollutant plumes <br /> and determine whether remediation efforts are effective. Existing data and information <br /> about the site show the presence of various chemicals, including benzene, <br /> ethylbenzene, toluene, xylenes, and gasoline and diesel range total petroleum <br /> hydrocarbons, emanating from the property resulting from the Discharger's operation. <br /> The Discharger shall not implement any changes to this MRP unless and until a revised <br /> MRP is issued by the Executive Officer. This MRP replaces the requirements listed in <br /> MRP No. R5-2004-0803, which was issued on 29 January 2004. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> destruction of any groundwater monitoring or extraction wells, the Discharger shall <br /> submit plans and specifications to the Board for review and approval. Once installed, <br /> all new wells shall be added to the monitoring program and shall be sampled and <br /> analyzed according to the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are 19 groundwater monitoring wells, designated M-1, M-2, <br /> M-3, M-8, M-10, N-7, N-8, N-15, N-16, N-17, N-18, N-19, N-20, 0-1, RW-1, N-21, N-22, <br /> N-23, and N-24, Deep wells N-21 through N-23 are scheduled for destruction. <br /> The groundwater monitoring program for the 16 monitoring wells (all except three deep <br /> wells) and any wells installed subsequent to the issuance of this MRP, shall follow the <br /> schedule below. Monitoring wells with free phase petroleum product or visible sheen <br /> shall be monitored, at a minimum, for product thickness and depth to water. Sample <br /> collection and analysis shall follow standard EPA protocol. <br />
