KMEP has conducted groundwater pump and treat and soil vapor extraction at the <br /> site in order to remediate a 1986 petroleum pipeline release. The groundwater pump and treat <br /> and soil vapor extraction have worked to remove a large quantity of pollution from the <br /> groundwater. However, a large portion of the pollutant mass remaining in groundwater is bound <br /> within a peat soil layer. KMEP proposes to implement clean up using phytoremediation that <br /> includes the dense planting of trees over an area of about 0.6 acre. <br /> The Cleanup Plan is hereby approved with the following conditions. <br /> • Annual remedial progress reports shall be submitted to the Regional Board, as required by <br /> Monitoring and Reporting Program No. R5-2004-0803 (MRP) dated 29 January 2004. <br /> • As part of the Annual remedial progress reports KMEP shall describe its proposed <br /> replanting in the event that plant mortality exceeds 20 percent of the total plantings. <br /> • KMEP shall submit the Five-year Phytoremediation Evaluation Report as it proposed. <br /> Remedial progress reporting subsequent to the Five-year evaluation is sufficiently <br /> addressed by the requirements in the MRP, or a subsequent revision, which will be active <br /> until clean up is completed. <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
