(KMEP)for <br /> submittal to the Central Valley Regional Water Quality Control Board (RWQCB).This work <br /> plan presents the background,objective,and work that will be performed to destroy the <br /> 10 soil vapor extraction(SVE)wells(SVE-1 through SVE-10) and 4 deep groundwater <br /> monitoring wells(N-21 through N-24)at the SFPP,L.P.Holt Release Site(Site). The location <br /> and layout of the Site are shown in attached Figures 1 and 2,respectively. <br /> Background <br /> SFPP owns and operates an underground fuel pipeline connecting Stockton(Stockton <br /> Junction)to the San Francisco Bay Area(Concord Station). Significant site investigation and <br /> remediation activities have been conducted under oversight of the RWQCB since the <br /> pipeline release occurred in February 1986,approximately 7 miles west of Stockton near <br /> Holt,California(Figures 1 and 2). These activities have included conducting a routine <br /> groundwater monitoring and reporting program(M&RP)since 1992 in accordance with an <br /> M&RP issued by the RWQCB,revised as necessary. The current M&RP is No. R5-2004-0803 <br /> and was issued by th RWQCB on January 30,2004. <br /> Hydrocarbon residua from the February 1986 pipeline release remain in subsurface soils <br /> and groundwater at the <br /> &te and are the subject of ongoing remediation efforts. Historical <br /> investigation activities included the installation of a groundwater monitoring and <br /> remediation well network shown in Figure 2. Well construction is summarized in Table 1. <br /> Historical remediation activities included bailing of nonaqueous phase hydrocarbons from <br /> wells,operation of a groundwater extraction and treatment system(GWETS),and operation <br /> of a soil vapor extraction and treatment system(SVETS).
