Holt Release Site, Holt,California <br /> Dear Ms. Shelton: <br /> This addendum was prepared by CH2M HILL to supplement the well destruction work <br /> plan prepared by CH2M HILL(dated November 1,2007) on behalf of SFPP,L.P. (SFPP),an <br /> operating partnership of Kinder Morgan Energy Partners,L.P. (KMEP)for submittal to the <br /> Central Valley Regional Water Quality Control Board (RWQCB).The work plan presents <br /> the background,objective,and scope of work to destroy the 10 soil vapor extraction(SVE) <br /> wells(VEW-1 through VEW-10) and 4 deep groundwater monitoring wells (N-21 through <br /> N-24) at the SFPP,L.P. Holt Release Site (Site). <br /> The work plan was conditionally approved by the RWQCB in a letter dated November 14, <br /> 2007. The only condition for approval was Item 4 of the letter which requested that only- <br /> of the 4 deep wells be destroyed�N-21 through Nw23). The construction of each of the wells <br /> is provided in Table 1 of the work plan and copies of the construction logs for each of the <br /> wells are attached to the work plan. <br /> Purpose of Addendum <br /> This addendum provides a modified scope of work to destroy the 3 deeper groundwater <br /> monitoring wells (N-21 through N-23). No changes are proposed for the SVE wells. <br /> The work plan stated that the deeper wells would be over-drilled to their total depth using a <br /> hollow-stem auger drill rig and then backfilled with neat cement grout. However, <br /> destroying these deeper wells using this method is not feasible given their well construction. <br /> Each of the wells is constructed as follows(see well logs in work plan): <br /> • 8-5/8 inch diameter steel conductor casing is grouted in place from ground surface to <br /> between 30 and 35 feet below ground surface (bgs)inside a 15-inch diameter borehole. <br /> The borehole and conductor casing were installed using hollow stem auger drilling <br /> methods.
