<br /> 1 .0 Introduction
<br /> This addendum is for the Work Plan for Source Area Characterization for the SFPP,L.P.Holt
<br /> Release Site,Holt,California,prepared by LFR Levine-Fricke[LFR],on behalf of SFPP, L.P.,
<br /> operating partnership for Kinder Morgan Energy Partners,L.P. (KMEP),on April 13,2001
<br /> (LFR,2001). The original Work Plan was prepared in response to a request from the
<br /> Regional Water Quality Control Board,Central Valley Region(RWQCB)during a meeting
<br /> on February 6,2001. On June 12,2001,the RWQCB submitted comments to KMEP related
<br /> to the original Work Plan. KMEP and their consultant,CH2M HILL,met with the RWQCB
<br /> on August 15,2001,to discuss the scope of the investigation described in the original Work
<br /> Plan,and the RWQCB comments presented in the June 12,2001,letter. This addendum
<br /> presents the revised scope of work,methods and procedures,and schedule to characterize
<br /> the source area at the SFPP,L.P.Holt release site(the Site,Figure 1)as discussed during the
<br /> August 15,2001,meeting with the RWQCB. This addendum addresses the June 12,2001,
<br /> RWQCB comments on the original Work Plan prepared on April 13,2001.
<br /> Combined with the April 13,2001,Work Plan,this Addendum presents information
<br /> necessary to implement the revised source area characterization(SAC). This addendum is
<br /> intended to be a supplement to the original Work Plan;only changes from the original scope
<br /> of work are described in this addendum. The format of this addendum is similar to the
<br /> original Work Plan,and includes the following sections:
<br /> • Section 2 - Site history and background
<br /> • Section 3 - Overview of the proposed characterization activities,field methods and
<br /> procedures,and laboratory analysis
<br /> • Section 4 - Summary of reporting approach and outline
<br /> • Section 5 - Schedule
<br /> The revised scope of work,methods,and procedures to implement the SAC are consistent
<br /> with the discussions held with the RWQCB during the August 15,2001,meeting. The
<br /> revisions are made to enhance the investigations presented in the April 13,2001,Work Plan,
<br /> which originally included the collection of soil and groundwater data from 14 locations in a
<br /> "Phase 1 Characterization"area. An additional area,referred to as the "Phase 2
<br /> Characterization"area,was identified within which additional data would be collected if
<br /> the Phase I Characterization objectives were not met. For scoping purposes,the 14 original
<br /> locations were spaced across the Phase I Area on a uniform grid;and the depth of
<br /> investigation at each location was targeted to be 50 feet below ground surface(bgs).
<br /> This addendum incorporates the following additional elements identified since the original
<br /> scoping was performed for the April 13,2001,Work Plan:
