Holt Release Site,Holt, California <br /> Dear Ms. Shelton: <br /> ' CH2M HILL prepared this letter on behalf of SFPP,L.P.,an operating partnership of Kinder <br /> Morgan Energy Partners (KMEP),to document the destruction of 10 soil vapor extraction <br /> (SVE) wells (VEW-1 through VEW-10) and 3 deep groundwater monitoring wells (N-21, <br /> ' N-22, and N-23) at the SFPP, L.P. Holt Release Site located in San Joaquin County near Holt, <br /> California. The location and layout of the Site are shown in attached Figures 1 and 2, <br /> respectively. Figure 2 shows the 10 SVE and 3 deep monitoring wells that were destroyed <br /> t in 2008. Figure 2 also shows the other wells that were destroyed in 2004(M-9,N-6,and <br /> RW-2) as documented in a letter from CH2M HILL in 2005. <br /> ' The 10 SVE and 3 deep wells were destroyed in accordance with the following: <br /> Work plan(CH2M HILL, 2007)and addendum(CH2M HILL,2008) submitted to and <br /> approved by the Regional Water Quality Control Board (RWQCB). <br /> ' Well destruction permit issued by San Joaquin County Environmental Health <br /> Department (SJCEHD) based on the above-referenced work plan and addendum <br /> ' (CH2M HILL,2008),in addition to a well permit application prepared and submitted to <br /> SJCEHD by CH2M HILL. The well destruction permit is included as Attachment A. <br /> The 10 SVE wells were destroyed on June 4 and 5,2008,by Gregg Drilling and Testing using <br /> ' a hollow-stem auger drill rig. The 2-inch-diameter polyvinyl chloride (PVC) well casing and <br /> screen assemblies were removed from each borehole, and the boreholes were then over- <br /> drilled to total depth and backfilled with neat cement grout. The work was performed <br /> ' under the field oversight of CH2M HILL.
