(ATC).
' The Work Plan was submitted in response to my 10 June 2008 tette'. The Work Plan includes
a proposal to conduct a limited sensitive receptor survey (within a 5)0 foot radius of the site),
sample all domestic wells found within said 500 foot radius, unless E ccess is denied by
individual well owners, advance three (3) soil borings, geologically Ic g all borings, and collect
and analyze soil and groundwater samples from each boring.
' The work is reasonable and approved with the following comments. ATC indicates that they
will be using EPA Method 8020 to analyze for BTEX compounds and EPA Method 8260B to
analyze for fuel oxygenates and additives. You may to use EPA Method 8260B for both,
' unless it can shown to be cost effective to run the additional sample analysis, in that Method
8260B also does the BTEX compounds, and the lab used may not charge extra. Further, soil
samples are to be collected for analysis at all lithologic changes and possible impacted areas
' as determined by field screening of samples and cuttings, and at de the where previous
contamination was identified during the earlier investigations and ex avation. The report of
results of the approved work is to be submitted by 31 March 2009.
' Further, Regional Board staff is evaluating the file and seeking advice from our legal counsel
to determine the ability to name Mr. Henry as the Primary Responsible Party, with Mr. Hodge
and Mr. McArthur as Secondary Responsible Parties. This action is being evaluated due to
Mr. Henry's past actions and site ownership, and that he may not have totally disclosed the
severity of the contamination and requirements by the regulatory authorities to continue
' investigation and, as necessary, cleanup of the impacts of the cont mination to the current
property owner.
1
' California Environmental Protection Agency
' ea Recycled Paper
