N pIl gradierf Environmental (Ansultants
August 7 , 1995
Ms . Diane Hinson, Supervisor
Public Health Services
Environmental Health Division
San Joaquin County
P. O. Box 388
Stockton, CA 95201
Subject: Work Plan for Site Assessment
Countryside Market
10848 Copperopolis Road
Stockton, CA
Dear Ms . Hinson:
Countryside Market is a rural roadside market and filling
station that was operated by Verne and Regina Cothran until 1993 .
In March of that year, Stockton Service Station removed two
1,000-gallon underground gasoline tanks from the property,
apparently under a permit obtained by Mrs . Cothran' s parents,
Linville and Janet Wisecarver, who held a second mortgage on the
property. Soil contaminantion was encountered, and further
assessment was deemed necessary. This led to foreclosure by the
three Trusts that hold the first mortgage: the Jee Family Trust,
the Polestra Family Trust, and the Hodge Family Trust. The
environmental assessment is being administered by Mr. Russ
Vinyard of Stockton Mortgage Co. on behalf of the Trusts .
Upgradient Environmental Consultants has been retained to perform
the investigation.
Enclosed is a work plan for subsurface drilling, along with
a completed drilling permit, site Health and Safety Plan, and
permit fee. We would like to perform the field work during the
first week of September, if possible.
Mr. Vinyard' s address is given. below. Please direct future
correspondence to him. Questions regarding the scope of work
should be directed to our Sacramento office.
Sincerely,
Victor B. Cherven, Ph.
