Box 2009 PERMIT/SERVICES <br /> Stockton, CA 95201 <br /> RE: Annual Renewal of Permit to Drill Monitor Wells and <br /> Exploratory Boreholes at LLNL Site 300 <br /> Dear Ms. Hinson: <br /> Following telephone conversations with Joe Pavletich of my staff on <br /> February 12 and 13, I am enclosing a completed Application for Permit to <br /> drill ground water monitor wells and exploratory boreholes at Lawrence <br /> Livermore National Laboratory (LLNL) Site 300. <br /> As you discussed, the permit authorizes drilling of ground water monitor <br /> wells and exploratory boreholes on LLNL property as we deem necessary. <br /> The permit will be effective for one year. <br /> It is LLNL's position that local regulations, such as those at issue here, <br /> are inapplicable to Federal facilities such as Site 300. Application for this <br /> permit, however, is made in order to expedite the environmental restoration <br /> activities at Site 300 and does not constitute acquiescence to San Joaquin <br /> County's asserted jurisdiction in this matter, nor shall it waive any legal <br /> rights LLNL might have. <br /> I have enclosed the $89.00 Permit Application Filing Fee for this blanket <br /> permit for monitor wells and exploratory boreholes at Site 300. As in the <br /> past, I would appreciate your sending the approved permit application <br /> directly to me rather than to the drilling contractor. Also as in the past, the <br /> monitor wells will be constructed following the San Joaquin County Public <br /> Health District rules and regulations for well construction.
