Rana i n i of the Lawrence Livermore <br /> National Laboratory (LLNL) , we stated our concerns about the lack of progress toward <br /> cleanup of the shallow ground water polluted by volatile organic compounds (VOCs) near <br /> private drinking water wells on property adjacent to LLNL' s Site 300. At that time, <br /> hydraulic testing on the interim extraction wells had been completed, and we urged you <br /> to move forward quickly with the interim cleanup. <br /> Although LLNL has provided us with the information we need to prepare waste discharge <br /> requirements (WDRs) for the proposed ground water treatment system, we now understand <br /> the environmental review process being conducted in accordance with the National <br /> Environmental Policy Act (NEPA) may consume the rest of 1990. This concerns us greatly <br /> since the two VOC plumes proposed for interim, or immediate, cleanup continue to move <br /> and threaten the quality of the drinking water supply wells. <br /> The Board cannot adopt WDRs until the Department of Energy issues a Finding of No <br /> Significant Impact or Environmental Impact Statement. The NEPA document should address <br /> any additional requirements of California Environmental Quality Act (CEQA) so it can <br /> be considered CEQA equivalent. We urge you to expedite the environmental review <br /> process as much as possible so cleanup can begin soon and slow the spread of the <br /> pollution.
