CA0082651 s a p 0 <br /> WASTE DISCHARGE REQUIREMENTS LNI,!l RON MENTAL <br /> PL: i�11�/S -RVICL'3 <br /> FOR <br /> UNIVERSITY OF CALIFORNIA <br /> LAWRENCE LIVERMORE NATIONAL LABORATORY SITE 300 <br /> AND <br /> THE U.S. DEPARTMENT OF ENERGY <br /> ALAMEDA AND SAN JOAQUIN COUNTIES <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1. The University of California, Lawrence Livermore National Laboratory Site 300 and <br /> the U.S. Department of Energy (hereafter jointly referred to as Discharger) , <br /> submitted a Report of Waste Discharge (RWD) dated 2 February 1990 to discharge �? <br /> waste under the National Pollutant Discharge Elimination System (NPDES) . The J <br /> Discharger submitted supplemental information on 7 May 1990 and 16 May 1990. <br /> 2. The Discharger proposes to discharge waste from a ground water treatment system <br /> (GWTS) in the General Services Area (GSA) into Corral Hollow Creek, a water of the <br /> United States, at a point in the NW quarter of Section 36, T3S, R4E, MDB&M, as u <br /> shown on Attachment A, a part of this Order. The ground waters beneath the point <br /> of discharge are also waters of the United States. <br /> 3. In addition to the discharge governed by this Order, the RWD partly addresses <br /> cleanup of the polluted ground water beneath other Site 300 areas. This Order <br /> provides compliance time schedules for the Discharger to complete the RWD and to <br /> initiate remedial actions at the remaining sites. These schedules are based on <br /> 17 <br /> the Discharger's work plan dated October 1989. LJ <br /> 4. Several plumes of halogenated volatile organic compounds (VOCs) have polluted <br /> shallow aquifers beneath the GSA and adjacent private property, and threaten to <br /> contaminate nearby private water supply wells. The Discharger monitors the water <br /> supply wells for VOCs and has detected none. The eastern GSA plume extends down jJ <br /> the Corral Hollow Creek drainage for about 4,000 feet in the permeable, shallow <br /> alluvial deposits. The plume' s extent has not been defined and the Discharger is <br /> continuing an investigation to determine the boundary. <br /> 5. The Discharger proposes to discharge from a GWTS dedicated to treating the ground f <br /> water pumped from extraction well 26N-03 in the eastern GSA to Corral Hollow Creek -'; <br /> through Outfall 5C. The GWTS and the discharge outfall locations are shown in <br /> Attachment B, a part of this Order. <br /> 6. The RWD and supplemental information describe the GWTS discharge as follows: <br /> Average Flow: 0.1 million gallons per day (mgd) Ll <br /> Design Flow: 0.2 mgd <br />
