LL!11L has not completely bounded the two VOCs plumes, which continue <br /> to migrate down Corral Hollow, but you have conducted the hydraulic testing of the <br /> extraction wells to be dedicated to interim treatment of the affected ground water. <br /> Interim ground water extraction and treatment should slow or halt the migration of the <br /> plumes and could prevent currently clean ground water from becoming polluted. We urge <br /> you to move forward as quickly as possible with such action. <br /> On 18 October 1989, we provided you with Report of Waste Discharge (RWD) forms and a <br /> National Pollutant Discharge Elimination System (NPOES) permit application; you <br /> indicated that when you decided on a disposal option, you would submit the approQriate <br /> documents. Our Basin Plan contains a policy favoring land disposal of wastewater over <br /> surface water, discharge. Therefore, we recommend you dispose of the, treated ground <br /> water via land disposal rather than in Corral Hollow Creek . If you show that land <br /> disposal is not feasible, we will consider allowing a -surface water discharge. <br /> At the 9 January 1990 meeting at the Department of Health Services offices in Berkeley, <br /> we learned you have completed the RWD and are delayi no 4-�S <br /> - - ­ submittal , Meanwhfle, the <br /> ground water remains polluted and the VOC plum-Is continue to threaten drinking water. <br /> 4 <br /> By 2 February 1990, you are required to submit the R'!D for ground water <br /> . .interim <br /> cleanup, including a time schedule for beginning cleanup operations. <br /> If you have comments or questions, please call Michael Higgins at 361-56531. <br /> P <br /> WILLIAM H.
