Lawrence Liver ore National Laboratory
Li
September 15, 1989
Ms. Diane Hinson E7 Iasi
San Joaquin Local Health District
Environmental Health Division /RONMcNV10ES`TH
P.O. Box 2009 Ei PERMIT SER
Stockton,CA 95201
SUBJECT: Previously Reported Leaks from Tanks at LLNL Buildings 801 and 850
Dear Ms. Hinson:
Through a series of conversations with members of your agency and the Central Valley Regional
Water Quality Control Board (RWQCB), we have become increasingly confused regarding the
appropriate agency to submit the "Underground Storage Tank Unauthorized Release
(Leak)/Contamination Site Report forms to for leaks discovered at the Lawrence Livermore
National Laboratory's (LLNL) Site 300 facility near Tracy. We have received conflicting
information from both agencies as to their responsibilities for oversight of underground tanks.
After following the course of action we were directed to take, we submitted the report forms to the
RWQCB. However, after further review of the situations, Mike Higgins of the RWQCB returned
the reports to us with the attached cover letter directing us to submit the reports to your agency.
Based on the fact that his letters indicate he has been corresponding with you on this issue, we are
submitting the reports to you,but would appreciate your ensuring that they are directed to the
appropriate person in your agency if you will not be handling the reports.
We would appreciate knowing who the reports have been directed to if you do not retain them. As
we are moving ahead with corrective measures, particularly on 801-R2U1, we would also
appreciate hearing from you promptly if you have any concerns or guidance regarding how
repairs and remediation should be done.
If you have any additional questions, please call Connie DeGrange at 422-5167.
Sincerely,
Richard C.
