Box 808 <br /> Livermore, CA 94550 <br /> REQUEST FOR REPORT OF WASTE DISCHARGE, UNIVERSITY OF CALIFORNIA, LAWRENCE <br /> LIVERMORE NATIONAL LABORATORY SITE 300, SAN JOAQUIN COUNTY <br /> Waste discharge requirements (WDRs) for the two active landfills (Pits 1 and 7) at <br /> Lawrence Livermore National Laboratory (LLNL) Site 300 were adopted in 1980 (Order <br /> No. 80-184) . The WDRs no longer reflect the policies of the Board and need to be <br /> updated to meet the requirements of the California Administrative Code Title 23, <br /> Chapter 3, Subchapter 15 . Therefore, we request you submit a Report of Waste <br /> Discharge (RWD) and filing fee. The appropriate forms, instructions, and filing <br /> fee schedule are enclosed. The .RWD should include all the information specified <br /> in Article 9 of Subchapter 15. <br /> In the RWD, you must indicate what classification you wish to pursue for each <br /> landfill . Both are currently classified as II-1 under the old Subchapter 15, and <br /> both accept hazardous waste which also is regulated by the federal Resource <br /> Conservation and Recovery Act MORA) . The new Subchapte 15 requires h a <br /> r c u irec azardc S <br /> waste to be disposed of in a Class I landfill , and Class I �siting criteria <br /> (Section 2531 , Subchapter 15) require such a landfill to be underlain by a <br /> sufficient thickness of "natural geologic materials which have a permeability of <br /> not more than 1 x 10-7 cm/sec" . "Sufficient thickness" has been interpreted to <br /> mean approximately 20 feet. If the current Class II-1 landfills cannot meet the <br /> Class I siting criteria, they will have to close and the new WDRs will include a <br /> time schedule to submit and implement a detailed closure plan. If feasible, LLNL <br /> may wish to treat and/or separate the waste stream and analyze to obtain a <br /> "designated waste" classification. In this case, the waste could be discharged to <br /> a Class II landfill which does not require compliance with the Class I siting <br /> criteria. The RWD should consider all options and state what LLNL wishes to <br /> do. <br />
