I Iodated Low Threat Discharge Information 3 1 October 2009
Lawrence Livermore National Laboratory Site 300
San Joaquin County
through November) and/or when dry conditions would normally require the application of
water for dust control.
• LLNL will provide the Central Valley Water Board staff phone notification at least 48 hours
prior to the start of flushing activities described in actions 1 and 2 and again upon initiation
of actions 3 through 5.
• Prior to disposal of chlorinated waste water from the Hetch-Hetchy system to the sewage
pond or for use as dust control, the Discharger shall test the waste water for chlorine
residual to ensure that the chlorine concentration is at or below 2 ppm.
• No later than 45 days upon completion of actions 1 and 2 and again upon completion of
steps 3 through 5, LLNL will submit a letter report to the Central Valley Water Board
summarizing quantities of water used by type of reuse. The results of the tests for chlorine
residual shall also be included in the letter report.
• The Discharger must submit a letter from the Carnegie State Vehicular Recreation Area
(SVRA) acknowledging its desire to use the Hetch-Hetchy pipeline flush water for dust
control. The Carnegie SVRA also must acknowledge that the personnel applying the water
from the pipeline as dust control are trained to assure an understanding of the health
hazards that may be associated with the waste stream. Carnegie SVRA must also ensure
that safe work practices are in place to avoid any use of the water as a potable water and
that the water must not be represented or used in any way whereby it might be mistaken
for drinking water.
Central Valley Water Board staff concurs that the discharges to the sewage pond are in
compliance with the permit requirements and the discharges to land as dust control are in
compliance with the Waiver requirements.
If you have any comments or questions, you may contact me at (196) 464-4657.
SUSAN TIMM
Remedial Project Manager
cc- Ms.Claire Holtzapple, U.S. Department of Energy, LLNL, Livermore
Ms. Kathy Setian, U.S. Environmental Protection Agency, San Francisco
Mr. Jacinto Soto, Department of Toxic Substances Control, Berkeley
Ms. Leslie Ferry, Lawrence Livermore National Laboratory, Livermore
Ms. Karen Folks, Lawrence Livermore National Laboratory, Livermore
Ms. Marylia Kelley, Tri-Valley CAREs, Livermore
Mr. Peter Strauss, PM Strauss & Associates, San Francisco
Ms. Donna Heran, San Joaquin County Environmental Health Department, Stockton
