DOE/LLNS shall notify the Central Valley Water Board immediately if the above criteria for turbidity, settleable matter, oil/grease, or foam are exceeded. 10. DOE/LLNS shall notify the Central Valley Water Board immediately of any spill of petroleum products or other organic or earthen materials. 11 . DOE/LLNS shall comply with all Department of Fish and Game 1600 requirements for the project. 12. If the project involves the disturbance of one acre or more of land, DOE/LLNS must comply with the substantive requirements of the NPDES General Permit for Storm Water Discharge Associated with Construction Activities issued by the State Water Resources Control Board. Central Valley Regional Board Contact Person: Susan Timm 11020 Sun Center Drive # 200 Rancho Cordova, CA 95670-6114 (916) 464-4657 stimm ,waterboards.ca.gov These Substantive Requirements require DOE/LLNS in conducting the Building 850 Soil Removal Action, which includes, in part, excavation of contaminated sediment to a depth of one-foot from a 70-foot long stretch of the ephemeral West Branch Elk Ravine Tributary, followed by installation of rip-rap on top of a layer of permeable geotextile within the excavated portion of the channel, to comply with the applicable provisions of Sections 301 (Effluent Limitations), 302 (Water Quality-Related Effluent Limitations), 303 (Water Quality Standards and Implementation Plans), 306 (National Standards of Performance) and 307 (Toxic and Pretreatment Effluent Standards) of the Clear Water Act. This discharge is also regulated under the Central Valley Regional Board Resolution No. R5-2003- 0008 Waiver of Reports of Waste Discharge and Waste Discharge Requirements for Specific Types of Discharge: Type 12 Projects for which Water Quality Certification is issued by the Central Valley Regional Board, which requires compliance with all condition of these Substantive Requirements. These Substantive Requirements are valid for the duration of the described project.
