If the project involves the disturbance of one acre or more of land, DOE/LLNS <br /> must comply with the substantive requirements of the NPDES General Permit <br /> for Storm Water Discharge Associated with Construction Activities issued by <br /> the State Water Resources Control Board. <br /> Central Valley Regional Board Contact Person: <br /> Susan Timm <br /> 11020 Sun Center Drive # 200 <br /> Rancho Cordova, CA 95670-6114 <br /> (916) 464-4657 <br /> stimm ,waterboards.ca.gov <br /> These Substantive Requirements require DOE/LLNS in conducting the Building <br /> 850 Soil Removal Action, which includes, in part, excavation of contaminated <br /> sediment to a depth of one-foot from a 70-foot long stretch of the ephemeral <br /> West Branch Elk Ravine Tributary, followed by installation of rip-rap on top of a <br /> layer of permeable geotextile within the excavated portion of the channel, to <br /> comply with the applicable provisions of Sections 301 (Effluent Limitations), 302 <br /> (Water Quality-Related Effluent Limitations), 303 (Water Quality Standards and <br /> Implementation Plans), 306 (National Standards of Performance) and 307 (Toxic <br /> and Pretreatment Effluent Standards) of the Clear Water Act. This discharge is <br /> also regulated under the Central Valley Regional Board Resolution No. R5-2003- <br /> 0008 Waiver of Reports of Waste Discharge and Waste Discharge Requirements <br /> for Specific Types of Discharge: Type 12 Projects for which Water Quality <br /> Certification is issued by the Central Valley Regional Board, which requires <br /> compliance with all condition of these Substantive Requirements. These <br /> Substantive Requirements are valid for the duration of the described project. <br />
