It is 8 miles southwest of Tracy
and 65 miles southeast of San Francisco. It was placed on the
National Priority List of Hazardous Waste Sites in August 1990.
As a result of this listing, a Federal Facility Agreement (FFA)
was signed on June 29, 1992 by the United States Environmental
Protection Agency - Region IX, California Regional Water Quality
Control Board - Central Valley Region, California Department of
Toxic Substances Control - Region 2 , and the United States
Department of Energy. The FFA states that the U.S. Department of
Energy will investigate and subsequently remediate LLNL-300 in
accordance with CERCLA requirements, under which all Applicable,
Relevant and Appropriate Requirements (ARARs) and laws must be
satisfied. Therefore, we are requesting that you provide your
agency specific ARARs for LLNL-300. Through this process, the
State will be able to ensure that your requirements and concerns
are addressed and satisfied during the remediation of LLNL-300.
LLNL-300 was open range land prior to being purchased by the
Atomic Energy Commission in 1953 , and has since been used as for
processing, testing, and detonating high explosive materials.
Past waste management practices have resulted in the
contamination of soil and groundwater in some areas of the Site.
The individual areas of contamination, (identified as operable
units) corresponding contaminants and operations are listed
below.
Building 834 :
The Building 834 Complex is located in the Weapons Test
Area. Trichloroethylene (TCE) is used in the Weapons Test
Area as a cooling and heating agent during testing. TCE is
the primary contaminant in soil and groundwater in this
area. Tetrachloroethylene (PCE) and 1, 2-dichloroethylene
(1, 2-DCE) have also been detected in soil and groundwater.
General Services Area:
This area was used for site administrative and support
programs.
