R5-2008-0148 <br /> ISSUED TO <br /> LAWRENCE LIVERMORE NATIONAL SECURITY, LLC <br /> AND <br /> THE U.S. DEPARTMENT OF ENERGY <br /> FOR <br /> LAWRENCE LIVERMORE NATIONAL LABORATORY <br /> EXPERIMENTAL TEST SITE (SITE 300) <br /> SEWAGE EVAPORATION AND PERCOLATION PONDS <br /> SEPTIC SYSTEMS <br /> COOLING TOWER DISCHARGES <br /> MECHANICAL EQUIPMENT WASTEWATER DISCHARGES <br /> AND <br /> OTHER LOW-THREAT DISCHARGES <br /> A.LAMEDA, AND SAN JOAQUIN COUNTIES <br /> This Order is issued to the U.S. Department of Energy and Lawrence Livermore National <br /> Security, LLC (hereafter Discharger) pursuant to California Water Code section 13267, <br /> which authorizes the Executive Officer of the California Regional Water Quality Control <br /> Board, Central Valley Region (hereafter Central Valley Water Board) to issue a Monitoring <br /> and Reporting Program Order (MRP). <br /> The Executive Officer finds: <br /> INTRODUCTION <br /> Lawrence Livermore National Laboratory Site 300 (LLNL Site 300) discharges domestic <br /> and mechanical equipment wastewater to the sewage evaporation and percolation ponds <br /> in the General Services Area and to septic systems located throughout the site. In <br /> addition; LLNL Site 300 discharges mechanical equipment wastewater and cooling tower <br /> blowdown to percolation pits located throughout the site. One septic system at the site <br /> also receives cooling tower discharges. Attachment 1 of this MRP shows the discharge <br /> locations for the sewage ponds, percolation ponds and septic systems. Other low threat <br /> discharges described in Attachment 4 of Waste Discharge Requirements Order No. 85- <br /> 2008-0148 occur throughout the site. <br /> This MRP is issued to the U.S. Department of Energy and Lawrence Livermore National <br /> Security, LLC (hereafter jointly referred to a Discharger) pursuant to Section 13267 of the <br /> California Water Code and is designed to determine if permitted wastewater discharges <br /> are impacting or have the potential to impact groundwater. The Discharger shall not <br /> implement any changes to this MRP unless and until a revised MRP is issued by the <br /> Executive Officer. <br />
