WASTE DISCHARGE REQUIREMENTS FOR -5- <br /> CITY OF TRACY <br /> CLASS 11 LAND TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> dust control, fertilizer, and possibly humus, wood chips, or manure will then be added <br /> during tilling. The soil will then be watered to within 80 to 100 percent of saturation. <br /> After treatment, soils may be stored temporarily before being removed by truck for re- <br /> use off-site. <br /> 22. Discharger proposes to clean-close the soil treatment facility within two years from date <br /> of issuance of these WDRs. <br /> 23. Verification sampling to demonstrate clean closure of each cell will be performed as <br /> described in Monitoring and Reporting Program No. 94-216, which is attached to and <br /> made a part of this Order. <br /> CEQA CONSIDERATIONS <br /> 25. The City Council of Tracy adopted a Negative Declaration on 19 March 1991, in <br /> accordance with the California Environmental Quality Act (Public Resources Code <br /> Section 21000, et seq.). The Negative Declaration determined that allowing <br /> hydrocarbon-contaminated soil from the Schulte Road project to be temporarily stored <br /> and bioremediated at this site will not cause a significant effect on the environment <br /> because mitigation measures are included. <br /> 26. The Board has reviewed the Negative Declaration and finds that compliance with these <br /> WDRs will mitigate or avoid significant impacts on water quality. <br /> OTHER LEGAL REFERENCES <br /> 27. The Board has adopted a Water Quality Control Plan, Second Edition, for the <br /> Sacramento River, Sacramento-San Joaquin Delta, and San Joaquin River Basins (5A, <br /> 5B, 5C). This Order implement the water quality objectives stated in the Plan. <br /> Furthermore, this Order implements the prescriptive standards and performance goals of <br /> Chapter 15, effective 27 November 1984 and revised in 1991. <br /> 28. The Discharger has stated that all local agencies with jurisdiction to regulate land use, <br /> solid waste disposal, air pollution, and to protect public health have approved the use of <br /> this site for the discharges of waste to land stated herein. <br />
