WASTE DISCHARGE REQUIREMENTS FOR -6- <br /> CITY OF TRACY <br /> CLASS II LAND TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> 29. The Board has notified the Discharger and interested agencies and persons of its <br /> intention to issue waste discharge requirements for this facility. <br /> 30. In a public hearing, the Board heard and considered all comments pertaining to this <br /> facility and discharge. <br /> IT IS HEREBY ORDERED that the City of Tracy, in order to meet the provisions of <br /> Division 7 of the California Water Code and the regulations adopted thereunder, shall <br /> comply with the following: <br /> A. PROHIBITIONS <br /> 1. The acceptance or discharge of `hazardous waste' at this facility is prohibited. For <br /> the purposes of this Order, the term 'hazardous waste' is as defined in Chapter 15. <br /> 2. The acceptance or discharge of wastes or soils containing used motor oil, other <br /> waste oils, crude oil, or other petroleum hydrocarbons or solvents at this facility, <br /> other than soils already in storage or treatment there at the time of issuance of these <br /> WDRs, is prohibited, unless specific approval is obtained from the Executive <br /> Officer and San Joaquin County Department of Public Health Services. <br /> 3. The discharge to the Class II Land Treatment Units of solid waste containing greater <br /> the 1,000 mg/kg total petroleum hydrocarbons as gasoline or greater than 10,000 <br /> mg/kg total petroleum hydrocarbons as diesel is prohibited. <br /> 4. The discharge to the Class II Land Treatment Units of solid waste containing free <br /> liquid or moisture in excess of the waste's moisture holding capacity is prohibited. <br /> 5. The discharge of solid or liquid waste or leachate to surface waters, surface water <br /> drainage courses, or ground water is prohibited. <br /> 6. The discharge of waste or waste constituents from the Class II Land Treatment Unit <br /> to ground water or surface waters at, beneath, or adjacent to the treatment unit is <br /> prohibited. <br /> 7. The discharge of treated soils off-site in a manner or location which degrades or <br /> threatens to degrade the quality of ground or surface waters is prohibited. <br />
