CLOSURE REPORT FOR UNDERGROUND STORAGE TANK S71-DlU1 <br /> CLOSURE REPORT CONCLUSIONS: <br /> *At the time of the iuly 26 1994 removal of the 871 D1U1 tank the smell of <br /> diesel fuel was noted in the excavation and in the excavated materials. Bill <br /> Snavely San loaauin County UST Regulator, stated that if the results of <br /> analyses of soil (s>ltstone) samples collected at the bottom of the excavatjon <br /> showed greater that 100 mg/kg TPH-D diesel fuel the closure site ro ect <br /> �k,ould be transferred. to Diane Hinson Supervising Environmental Health <br /> Specialist San ioaauin County Public Health Services Site Mitigation and Local <br /> Oversight Program. Analyses of the samples showed TPH D values of 2500 <br /> mg/kg and 3000 mg/kg We contacted Ms Hinson to develop a plan of action <br /> The resulting agreements and completion of the proj'ect are described in the <br /> CORRECTIVE ACTION REPO R—Tbeizinning on a e 7. <br /> The tank system consistently tested leak tight The five 55 gallon drums of <br /> diesel fuel contaminated fill Zravel removed from around the fill 12ipe at the <br /> time of excavation to remove the tank are the result of overfillspillage since the <br /> tank Nti-as installed in 1982. The diesel fuel contamination found in the siltstone <br /> below the tank and tank fill gravel is the probable result of leakage from the <br /> underground diesel fuel tank removed in 1982 12rior to the installation of the <br /> just removed tank. <br /> • Based on the visual evidence and smell of diesel fuel in the excavation and <br /> excavated materials at the Building 871 tank closure site an Underground <br /> Storage Tank Unauthorized (Leak)/Contamination Site Report for tank system <br /> 871-61U1 was completed and submitted to Doug Wilson San Joaquin Count <br /> Public Health Services on August 2 1994 <br /> • The tank closure activities were completed according to the 871-D1U1 <br /> Closure Plan and the requirements of Bill Snavely. The subsequent corrective <br /> action activities were completed in accordance with theagreement with Diane <br /> Hinson of the San Joaquin Countv Site Mitigation / Local Oversight Program <br /> The project has been completed LLNL does not plan further closure or <br /> remedial activities at the tank closure site. <br /> • The stockpiled soil and rubble from the UST 871 D1U1 excavation has not <br /> been remedjated nor has a method of-arol2er disposal been determined. <br /> Shipping documents and/or manifests will be forwarded to your office when <br /> they become available <br /> • Soil compaction was performed as indicated on the Field Density Report (see <br /> Appendix F). <br /> [ X ] Photographs of tank closure activities are enclosed as Appendix D. <br /> [N/Aj A copy of the State Water Resources Control Board UST Permit <br /> Application Form B shall be submitted to your office within 30 days of the <br /> submittal of this report. <br /> [N/A] A copy of the State Water Resources Control Board UST Permit <br /> Application Form B was submitted to your office with the UST Closure Plan. <br /> • The Form B was completed by Mr. Snavely. <br /> 6 <br />
