San Joaquin County Public Health Services,
Environmental Health Division (PHS/EHD) will continue to provide regulatory oversight on the
remediation cfi the UST removal,
Ms. Timm an6 i have no objections to the LLNL's plan of filling the tank excavation with clean,
compacted soil and the installation of 3 vadose extraction wens. I am forwarding to you two copies of
PHS/EHD's "Well Standards" so that your consultant may refer to the document when designing the
construction of the vadose extraction wells.
Groundwater elevations and water quality data may be obtained in nearby TCE monitoring wells within
a distance of 150 - 100 feet preferably downgradient of the former tank location.
The field activities, laboratory analyses, and vapor extraction data shall be compiled into a "Preliminary
Site Assessment" report within 90 days from the date of this letter.
UST REMOVAL - BUILDING #871
As we discussed, the LLNL should consider a remedial action appropriate to the contaminant
disposition_ Several options may be available to you i.e_, excavation and removal of the petroleum
hydrocarbons and confirmatory excavation sampling; in-situ treatment followed by confirmatory soil
sampling; or no action derived through a calculated mass balance of the contaminant utilizing solubility
and/or contaminant mobility also referred to as risk assessment and/or chemical transport modeling.
Due to the site's ongoing public information activities related to the Environmental cleanup being
conducted at Site 300 under the federal SuperFund program, the corrective action requirements of
Article 11 of the California Code of Regulations, Tile 23, Division 3, Chapter 16 may be modified.
A "Preliminary Site Assessment" report shall be submitted to PHS/EHD within 90 days from the date of
this letter detailing the work completed f6lowing the tank removal and the suggested remedial action.
A Dk isiun of San Joaquin('runty health Care Strvicv i
