Bill Snavely of the San Joaquin
County Environmental Health Division was present to witness closure activities and
the collection of soil samples. After removing the tank and the fill gravel we became
aware that the underlying sandstone smelled of diesel fuel. An Unauthorized Release
Repdrt was completed and both FAXed and mailed to your office on August 2, 1994.
Restilts of analyses of the two soil (crushed sandstone) sample5 collected from the
bott0m of the excavation show 2500 mg/kg and 3000 mg/kg TPH-D values, and BT)M
valuis ranging from ND for benzene concentrations to 0.42 mg/kg for one of the
xyle6e concentrations. The final report of results of these analyses has been FAXed
and (nailed to your office today,August'3, 1994.
Based on the results of analyses of the soil samples collected within the excavation, it
is oi# understanding that the site project is being transferred to you in the San Joaquin
Comity Site Mitigation / Local Oversight Program. Yesterday, August 2, 1994,Rick
Henry discussed with you the Building 871 tank closure project and also the Building
&34 Onk closure project. Based on your agreement with him,we are FAX:hg for your
irnmOdiate review descriptions of the agreements reached regarding these two
projects. We will provide a formal report upon completion of the project. Dur action
plan for tank 871-DIU1, as discussed in your August Z 1994, conversation with Rick
Henry is as follows. The plan of action for the Building 834 tank closure site will be
submitted separately.
We will perform excavation at the bottom of the existing excavation to remove
additional diesel fuel contaminated sandstone. The size of the eventual excavation
will be determined by the proximity of Building 871,the hardness of the sandstone,
and the reach of the excavation equipment. You will be invited to be present to
witneIss the iftW portion of the excavation activity and the collection of soil (crushed
san&qtone) samples from the bottom of the resulting excavation,
An Zqiw OA-fftg*ErnpAp)w-a-wxmy of 0&#kmffl.F-C&AK&MLAW—M.0A P4551V"*r9kphawX10)4;P-1J00'T*X1?1N3S"=LGLLLLVMF1
