This public health <br /> assessment only addresses chemical or radiological contaminants from Site 300 operations. <br /> Underground High Explosives (HE) Compounds: <br /> Comment: <br /> ,,Is the water supply in danger as a result of explosives being buried <br /> underground?" <br /> Response: <br /> There are documented high explosives (HE) compounds releases in the HE Process Area. These <br /> releases are from either surface spillage or infiltration of HE rinsewater from disposal lagoons. <br /> The HE plume is localized and has not migrated to the site boundary. HE compounds have never <br /> been detected in monitor or water-supply wells outside of the Site 300 boundary. There is no <br /> evidence of environmental contamination from buried explosives or ordinance of any kind. <br /> Furthermore,no contaminants from Site 300 of any kind have ever been detected in off-site water <br /> supply wells. <br /> Miscellaneous Conaunents: <br /> Comments: <br /> Concerns were also raised about the following topics: <br /> 1. whether testing is currently being done outdoors or in chambers, <br /> 2. are these chambers set up properly to ensure worker safety, and <br /> 3. does the ordinance stored at Site 300 make the site a potential terrorist target. <br /> Response: <br /> The purpose of this public health assessment is to determine whether people are being exposed to <br /> hazardous substances and, if so, whether that exposure is harmful and should be stopped or <br /> reduced. Therefore,ATSDR cannot address the above concerns as they do not directly relate to <br /> the public's potential exposure to environmental contaminants from Site 300. Site-specific <br /> questions should be directed to LLNL,DOE or the University of California at Berkeley. Worker <br /> safety issues should be directed to the National Institute for Occupational Safety and Health <br /> (NIOSH) or to the Occupational Safety and Health Administration (OSHA). Terrorism-related <br /> issues should be directed to the Department of Homeland Security. <br /> Comment: <br /> "How can any National Laboratory preparing instruments of war not have <br /> a deleterious influence on its community? If toxics are not spread <br /> physically, the notion of preparing for destruction of others is, in itself, <br /> toxic to mental and emotional health. My years spent in Berkeley (CA),I <br /> was aware that all responses to fear such as Lawrence Livermore Lab and <br /> A-5 <br />
