Box 388 • Stockton, CA 9 ►
(209) 468-3420 C(OF,
FEB 2 4 1995
C SUSI JACKSON, DIVISION LEADER
OPERATIONS AND REGULATORY AFFAIRS
LAWRENCE LIVERMORE NATIONAL LABORATORY (LLNL)
P O BOX 808-L-633
LIVERMORE CA 94550
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has recently completed
an evaluation of the analytical data reported in the LLNL document entitled "Soil Sample Analyses Results from
the Building 829 Diesel Fuel Tank Closure Site Excavation, Tank System 829-D1U1" dated February 2, 1995.
This letter confirms the completion of the tank removal investigation for the underground storage tank 829-
DIUI. With the provision that the information provided to this agency was accurate and representative of
existing conditions, it is our position that no further action of the underground storage tank is required at this
time.
The following conditions continue to exist at the above site:
Petroleum hydrocarbons quantitated as diesel fuel remain at the limits of the tank excavation attempt which was
17 feet below grade surface (bgs). Three discreet samples were collected December 21, 1994 (TK05-829-01-
D 1 U 1-SO-17.0; TK06-829-01-D I U 1-SO-17.0; and TK07-829-01-D I U I-SO-17.0), and one sample was
reanalyzed (TK04-829-01-DIUI-SO-17.0) for the purpose of performing hydrocarbon analyses on homogenized
portions of the submitted samples. The results are respectively, 58 mg/kg TPH-D; 930 mg/kg TPI-I-D; 630
mg/kg TPH-D; and 990 mg/kg TPH-D. PIIS-EI-ID averaged the results and concludes that approximately 994
mg/kg TPH-D remain at 17 0 bgs. Groundwater is greater than 100 feet bgs and monitoring wells W829-06 and
W829-08 exist within 120 ft cross gradient from the former tank location.
Please be advised that this letter does not relieve you of any liability under the California Health and Safety
Code or Water Code for past, present, or future operations at the site. Nor does it relieve you of the
responsibility to clean up existing, additional or previously unidentified conditions at the site which cause or
threaten to cause pollution or nuisance or otherwise pose a threat to water quality or public health.
Additionally, be advised that changes in the present or proposed use of the site may require further site
characterization and mitigation activity. It is the property owner's responsibility to notify this agency of any
changes in report content, future contamination findings or site usage,
If you have any questions, please contact me at (209) 468-3452.
Donna Heran, RENS, Director
Environmental Health Division
Diane M.
