Corrective Action Remedy Selection,General Dynamics OTS(California Inc.) <br /> Statement of Basis,March 2001 <br /> Page 3 of 5 <br /> Hazardous Waste Facility Permit was issued to Primex on July 20, 1997 to operate a <br /> Closed Vessel Detonation Unit (CVD). Closure of the CVD was approved by DTSC on <br /> June 7, 2000. <br /> Of the 26 areas of concern identified in the RFA prepared in March 1993, five areas <br /> required further investigation in the RFI Workplan. These areas were the following: <br /> Area of Concern#3 - high explosive test area with the possibility of beryllium residues <br /> in soil. <br /> Area of Concern#4- concrete pad used for storage of drums containing petroleum <br /> hydrocarbons (mainly diesel fuel). Possible petroleum impacts to soil. <br /> Area of Concern#5- portable diesel generator and fuel tank with possible petroleum <br /> impacts to soil. <br /> Solid Waste Management Unit#10 -concrete pad used to store motor oil. Possible <br /> petroleum and metal impacts to soil. <br /> Solid Waste Management Unit#21 - area adjacent to a 100,000-gallon oil tank, used to <br /> store insulating oil for electrical equipment. Possible petroleum, metal, and PCB <br /> impacts to soil. <br /> The RCRA Facility Investigation Workplan, dated August 9, 1999 was approved by <br /> DTSC and the results were presented in a RFI Report dated February 16, 2000. <br /> Testing parameters (test method numbers from SW-846) included PCBs (8082), metals <br /> (6010), TPHd and TPHg (8015m), volatile organics (8020), and Oil and Grease (1664). <br /> The results were compared to EPA's Preliminary Remediation Goals for residential use, <br /> or, in the case of petroleum hydrocarbons and oil and grease without hazardous <br /> constituents, a cleanup level of 1000 ppm was approved. The results of the test <br /> showed that elevated levels of petroleum hydrocarbons and oil and grease existed in <br /> two locations: <br /> 1. Area of Concern #4, Fuel Storage Area. Soil was found to be impacted by <br /> total petroleum hydrocarbons (diesel) at concentrations up to 860 ppm. <br /> Estimated quantity of impacted soil to be excavated is 10 cubic,yards. <br /> 2. Solid Waste Management Unit (SWMU)#21, Oil Spill Area. Soil was found to <br /> be impacted by petroleum hydrocarbons (diesel)and Oil and Grease at <br /> concentrations up to 7,100 ppm and 2,300 ppm respectively. Estimated quantity <br /> of impacted soil to be excavated is 57 cubic yards. <br /> The facility prepared a Corrective Measures Study Workplan (May 11, 2000)which <br />
