J. Kloberdanz & <br /> Associates (MJK)concerning the above referenced site. The correspondence <br /> addresses the excavation pit and disposition of the soil stockpiles contaminated with <br /> total petroleum hydrocarbons as diesel (TPHd) remaining on site following the <br /> November 17 and 20, 1999 over-excavation of the former tank pit areas. <br /> On behalf of Chem Away, MJK proposes that the excavation be filled with <br /> uncontaminated soil scraped from the remaining ten acres of land at the site. The <br /> contaminated stockpile, BP, would be spread in a two-inch lift to replace the removed <br /> topsoil. A second contaminated stockpile, SS-8, would then be spread as a final layer. <br /> PHS/EHD has confirmed with San Joaquin Valley Unified Air Pollution Control District <br /> that no rule exists concerning the aeration of diesel contaminated soil stockpiles. <br /> Therefore, no permit or exemption would be required to proceed with the proposed <br /> actions. PHS/EHD agrees that spreading the contaminated stockpiles would be an <br /> appropriate action.
