Stockton 99 Speedway <br /> Preliminary Endangerment Assessment Workplan - April 12,2007 <br /> 1.0 INTRODUCTION <br /> Introduction <br /> 1.1 <br /> i ctron <br /> This document presents a Preliminary Endangerment Assessment (PEA) Workplan (Workplan) for the <br /> Stockton 99 Speedway (the Site) located in Stockton, California (Figure 1). Legacy Development <br /> (Legacy) and the property owners (Proponents) entered into a Voluntary Cleanup Agreement (VCA) with <br /> the California Department of Toxic Substance Control (DTSC) to perform a PEA. This Workplan was <br /> prepared in accordance with the DTSC guidance manual for evaluating hazardous substance release <br /> sites, title: "Preliminary Endangerment Assessment Guidance Manual," State of California, Environmental <br />{ Protection Agency, Department of Toxic Substance Control (January 1994). This Workplan was <br /> prepared by The Source Group, Inc. (SGI) on behalf of Legacy for submittal to the DTSC. <br /> 1.2 PEA Workplan Objectives <br /> The objectives of the PEA are to fill in gaps within the existing data set, expand the environmental data <br /> set (Appendix A), and to further evaluate the presence and extent of soil containing detectable levels of <br /> metals, petroleum hydrocarbons, volatile organic compounds (VOCs), and organochlorine pesticides at <br /> the Site. This document contains a description of the tasks to be performed, information or data needed <br /> for each task, and the deliverables that will be submitted to the DTSC following implementation of this <br /> Workplan. <br /> 1.3 Organization of the Workplan <br /> The remainder of this Workplan is organized into the following sections: <br /> • Section 2, Project Scoping. Describes program goals and contains background information on the <br /> Site; <br /> • Section 3, Preliminary Conceptual Site Model. Presents a conceptual site model of the Site; <br /> • Section 4, Field Sampling Plan. Presents the field work objectives and plan for additional <br /> sampling at the Site; <br /> • Section 5, Data Management and Reporting. Contains information on data objectives and data <br /> handling procedures; <br /> • Section 6, Health and Safety. Contains information on Health and Safety procedures to be used <br /> while performing work at the Site; . <br /> • Section 7, Preliminary Endangerment Assessment Schedule.
