Wilmington Avenue <br /> Carson, CA 90810 <br /> Subject: Former Shell Service Station <br /> 1267 Country Club Blvd. <br /> Stockton, CA 95204 <br /> By email dated 05 May 2014, the San Joaquin County Environmental Health Department (EHD) <br /> responded to your request to move the above mentioned site towards closure. At the request of <br /> California Valley Regional Water Control Board (CVRWQCB), you were requested to provide <br /> EHD the mass estimates and time to reach Water Quality Objectives (WQO), for the site to <br /> facilitate the closure consideration. In addition, the EHD directs submittal of additional information <br /> for site closure consideration. <br /> The EHD is preparing a Case Closure Summary to submit to the Regional Board for closure <br /> notification. The Regional Board will have thirty days to respond to the closure recommendation <br /> by the EHD. The EHD directs that all monitoring and sampling at this site be suspended while the <br /> site is being considered for closure. <br /> As required by the Low-Threat Closure Policy (LTCP), please notify "municipal and county water <br /> districts, water replenishment districts, special act districts with groundwater management <br /> authority, agencies with authority to issue building permits for land affected by the petroleum <br /> release, owners and occupants of the property impacted by the petroleum release, and the <br /> owners and occupants of all parcels adjacent to the impacted property" of the pending case <br /> closure and of their opportunity to submit comments or questions regarding the pending closure to <br /> this agency. Those to be notified include, but are not limited to: California Water Service <br /> Company in Stockton, City of Stockton Water District, San Joaquin County Public Water Utilities <br /> Maintenance, East Water District, Stockton Community Development Department and Stockton <br /> Public Works Department. Please submit a draft notice to the EHD to be issued to the public <br /> regarding the pending case closure with the 60-day comment period noted. A sample notice is <br /> included that covers many sites. The EHD will review the notice along with the list of agencies <br /> and owners/occupants who will receive the public participation letter. Once approved, you may <br /> have it sent to the appropriate parties. The public will have sixty days to comment. After <br /> appropriately addressing all comments received from the public, the EHD anticipates issuing a <br /> "No Further Action Requires" letter.
